New Vacation-Message Procedure

We have implemented a simplified vacation-message procedure has been for accounts that use spam filtering (and so cannot use the stock vacation command). In summary:

cd ~
mkdir .vacation
\rm .vacation/cache
vi .vacation/message
touch .vacation/on
